ISLAMABAD: The Oil and Gas Regulatory Authority (OGRA) has updated ex-depot fuel prices, offering minor relief to petrol consumers but slightly increase High Speed Diesel (HSD) rates. The price adjustment includes Rs 1 per litre increase in the petroleum levy (PL) applied to HSD, effective August 13.

According to the notification of Petroleum Division, the price of HSD has been increased by 54 paisa per litre, shifting the ex-depot price from Rs 382.25 to Rs 382.79 per litre. While, petrol price has decreased by Re 94 paisa per litre, dropping the price from Rs 325.92 to Rs 324.98 per litre.

Petroleum Levy on petrol is remained unchanged at Rs 80 per litre, whereas the PL on HSD has increased from Rs 76.28 per litre to Rs 77.28 per litre. The Climate Support Levy (CSL) stays at Rs 5 per litre, while Customs Duty is set at Rs 21 per litre for petrol and Rs 15.68 per litre for HSD.

In a recent tweet, Finance Minister’s Adviser Khurram Shehzad defended the gradual increase in the petroleum levy on high speed diesel, saying the adjustment represents a gradual return to the budgeted levy level rather than a new tax increase. The IMF staff will review Pakistan EFF and RSF programmes next month.

Under the daily pricing framework, OGRA adjusts fuel rates based on currency exchange fluctuations and a seven-day rolling average of Singapore Platts trends.
