ISLAMABAD: In a landmark move aimed at modernising the country’s digital infrastructure, the Federal Cabinet on Wednesday approved the spectrum auction advisory committee’s recommendations, paving the way for the much-anticipated 5G spectrum auction.

This development follows closely on the heels of the successful privatisation of the loss-making Pakistan International Airlines (PIA), underscoring the government’s ongoing efforts to overhaul key sectors in the national economy.

The special cabinet meeting, chaired by Prime Minister Shehbaz Sharif, granted final approval to the proposed spectrum auction, a decision that promises to accelerate the growth of internet connectivity and digital services, particularly in the country’s major urban centres.

Under the new plan, six bands of 600 MHz spectrum will be auctioned, with the government aiming to release over 300 MHz. This move is expected to significantly enhance data capacity and support the introduction of next-generation 5G services across the country.

Pakistan Telecommunication Authority (PTA) officials confirmed that the Information Memorandum (IM) for the auction will be issued shortly.

Once the document is made public, companies will have a 40-45 day window to submit bids. The auction, slated to take place before 15 February 2023, will be conducted openly with media coverage to ensure transparency.

The base prices for the spectrum bands will vary, with the final figures determined through expert consultations and market analysis.

The government has decided to start at a minimum price to make the auction more attractive, particularly given the large capital investments required for 5G rollout.

Three major mobile service providers in Pakistan are expected to participate in the auction, which will also be open to foreign companies.

This marks a significant step towards fostering international investment in Pakistan’s telecom sector.

Among the spectrum bands to be auctioned is a 194 MHz portion from the prime 2600 MHz band. PTA officials stressed that for a successful 5G rollout, at least 100 MHz of spectrum is necessary, with a focus on keeping prices lower to encourage investor participation.
