HIV-positive children: Sindh govt to provide monthly financial support

KARACHI: The Sindh government will provide monthly financial assistance to families of children diagnosed with HIV and establish an independent board to oversee a welfare endowment fund created for their long-term care.

This was stated by Sindh Labour and Social Security Minister Saeed Ghani here on Monday, during a meeting with a delegation from the Human Rights Commission of Pakistan (HRCP).

Saeed Ghani said all affected children would continue to receive comprehensive medical treatment, while their families would receive monthly assistance ranging from Rs40,000 to Rs80,000, depending on the number of children affected.

“We will not abandon these children or their families. Those found responsible will face strict action,” the minister said.

Led by Vice Chairman Qazi Khizer, the HRCP delegation met the minister to review the government’s response to the HIV cases involving children linked to the Sindh Employees’ Social Security Institution (SESSI).

According to the minister, 120 children have so far tested positive for HIV, including 81 registered with SESSI. All of them were receiving treatment at specialised healthcare institutions, including Aga Khan University Hospital and Indus Hospital.

He said SESSI had established a Rs 2 billion endowment fund to support the children’s long-term healthcare and welfare. An autonomous board would be created to ensure transparent management of the fund, while a separate committee comprising leading medical specialists and heads of major hospitals would supervise treatment and monitor patients’ care.

The minister said the government began an investigation after HIV cases were detected at Valika Hospital in October 2025. An initial inquiry confirmed infections among children, while subsequent investigations held a number of officials responsible. He said disciplinary proceedings, including the issuance of show-cause notices, were underway against those identified in the inquiries.

Saeed Ghani said screening of patients remained ongoing to identify additional cases and ensure timely treatment where required.

He also invited the HRCP to submit further recommendations as the provincial government would continue to work with rights groups and medical experts to strengthen support for affected children and their families.
