Crockery products imported from China: NTC initiates anti-dumping investigation

ISLAMABAD: The National Tariff Commission (NTC) has initiated an anti-dumping investigation into the alleged dumping of crockery products imported from China, following a formal complaint by a local manufacturer.

According to an official notice issued by the Commission, the investigation was launched after M/s Green Crockery and Housewares (Private) Limited filed an application under Section 20 of the Anti-Dumping Duties Act, 2015, on June 24, 2026.

The applicant alleged that crockery items originating in or exported from China are being sold in Pakistan at dumped prices, causing and threatening material injury to the domestic industry.

After an initial review, the Commission found the evidence provided sufficient to justify the initiation of a formal investigation under Section 23 of the Act. The probe will determine whether dumping is taking place and whether it has adversely affected the local crockery manufacturing industry.

The product under investigation includes crockery items classified under multiple Pakistan Customs Tariff (PCT) headings, including 6911.1010, 6911.1020, 6911.1030, 6911.1040, 6911.1090, and 6912.0010.

For the purpose of the investigation, the period of investigation (POI) for determining dumping has been set from April 1, 2025, to March 31, 2026, while the injury assessment period will cover April 1, 2023, to March 31, 2026.

The Commission has invited all interested parties to register within 10 days of the publication of the notice and submit relevant information, evidence, and comments within 45 days. A non-confidential version for inclusion in the public record must accompany submissions made on a confidential basis.

According to the investigation schedule, the preliminary determination will be made no earlier than 60 days and no later than 180 days from the initiation date, while the final determination is expected within 180 days after the publication of the preliminary findings.
