KARACHI: The Sindh government has proposed an allocation of Rs385 billion for the provincial Annual Development Programme (ADP) and Rs15 billion for district development schemes in the FY2026-27 budget.
Sindh Chief Minister Syed Murad Ali Shah, while presenting the annual budget for the fiscal year 2026-27, reaffirmed the government’s commitment to infrastructure development through public-private partnerships (PPPs).
He said the province’s PPP portfolio had expanded to approximately Rs625 billion, with projects worth Rs190 billion under construction and more than Rs365 billion in procurement and investment solicitation stages.

For FY2026-27, the government has proposed Rs256.1 billion under foreign-assisted projects and Rs64.3 billion in federal development grants to support ongoing infrastructure, social sector and climate resilience initiatives across Sindh.
The CM said Sindh allocated Rs50 billion for PPP initiatives during fiscal year 2025-26 and spent Rs30 billion, resulting in four major projects achieving commercial operations, 19 upgraded girls’ schools becoming operational under the EMO model, and progress on the procurement of 756 electric buses, including 500 standalone electric buses and 256 buses under the Yellow Line BRT project.
Among the key achievements, Shah highlighted the operationalisation of the Shahrah-e-Bhutto Expressway, the completion of the M9–N5 Link Road project, and the commencement of commercial operations at the Nabisar Vajihar Water Works Project, which supports 1,650MW of electricity generation capacity in Thar.
The Chief Minister said Sindh’s PPP programme had also received international recognition, with the USD 115 million Riverine Forestation Project winning the PPP Deal of the Year (South Asia) Award 2026 and several provincial projects being included in the UNECE PPP Forum Compendium 2026.
Reviewing the outgoing fiscal year, Shah said overall development expenditure was estimated at Rs700.9 billion, up 15 percent from the previous year.
The province’s Foreign Project Assistance portfolio stood at Rs366.7 billion, with expenditure of Rs259.8 billion recorded during FY2025-26.
