Waste-to-energy: 18-member task force to design policy

ISLAMABAD: The federal government has constituted an 18-member task force to develop a comprehensive national policy on waste-to-energy (WtE), aimed at addressing regulatory gaps and promoting investment in the sector.

According to an official notification issued by the Power Division, the task force has been formed on the directives of the Prime Minister to review the existing framework and propose measures for the development of waste-to-energy projects in Pakistan.

Federal Minister for Power Sardar Awais Ahmed Khan Leghari will serve as the convenor of the task force, which includes Federal Minister for Climate Change Musadik Malik, Minister of State for Finance Bilal Kiyani, and senior officials from key ministries, including Inter-Provincial Coordination and Climate Change.

The body also comprises representatives from all provinces, including Gilgit-Baltistan and Azad Jammu and Kashmir, covering local government, energy, and environment departments to ensure broad-based coordination.

In addition, the task force includes members from the private sector and industry, such as officials from DG Cement, Fauji Cement, and Bestway Cement, as well as representatives from the Private Power and Infrastructure Board (PPIB), Capital Development Authority (CDA), and environmental agencies.

Under its terms of reference, the task force will review Pakistan’s existing waste-to-energy framework in light of international best practices and identify legal, regulatory, financial, and operational challenges hindering the sector’s growth.

It will also recommend legislative and regulatory reforms to facilitate investment and improve coordination among stakeholders, while formulating a national policy that encourages private sector participation with a clear implementation roadmap.

The task force has been mandated to submit its report within one month. It may also co-opt additional members and deliberate on any related matters necessary to achieve its objectives.

Officials believe that the initiative could pave the way for sustainable waste management solutions while contributing to energy generation and environmental protection in the country.
