KARACHI: Sindh Minister for Local Government, Housing and Town Planning, Syed Nasir Hussain Shah on Wednesday chaired a high-level meeting of the Sindh Solid Waste Management Board, where officials outlined a sweeping reform plan to modernise waste management across Sindh.
The board was presented with three operational models — hybrid, hybrid-plus and local — aimed at extending an organised sanitation system to all districts.
The proposals envisage a collaborative framework under which municipal and town committees would jointly manage waste collection and disposal, supported by strengthened monitoring mechanisms at the town level to enhance efficiency and accountability.
Officials said flexible contract structures of three-plus-one or four-plus-one years were under consideration to optimise costs while ensuring continuity of services. The proposed models are expected to significantly reduce expenditures and lay the foundation for a financially sustainable and integrated waste management system.
The meeting also reviewed plans to expand landfill capacity, with new sites under consideration in Kashmore, Larkana, Nawabshah and Sehwan. In parallel, several modern garbage transfer stations are nearing completion, officials said.
Progress on the Jam Chakro Landfill Site was also reviewed where two landfill cells have been completed. The project is expected to generate up to USD20 million in carbon credits upon completion, providing an additional revenue stream.
Shah said the government remained committed to ensuring a clean and healthy environment, adding that further policy measures would be finalised in consultation with the provincial leadership.
He directed authorities to intensify enforcement against littering and illegal dumping, ordering strict legal action; with police assistance against individuals and vehicles involved in such practices. “Modern, data-driven strategies are key to transforming Sindh into a clean and environmentally sustainable province,” he said.
