Iran rejects US proposal, lays out 5 conditions for ending war: state media

Iran has responded negatively to an American proposal aimed at ending the ongoing war, insisting that it will only occur on Tehran’s own terms and timeline, Press TV, Iranian state-owned news media house, reported while citing a senior political-security official on Wednesday.

It was reported that the United States had sent a 15-point proposal to Iran.

Reuters, citing a senior Iranian official, reported that Pakistan had delivered a proposal from the US to Iran, and either Pakistan or Turkiye could be venues for discussions to de-escalate the war in the Gulf.

Pakistan had followed up with Iran after delivering a US proposal to de-escalate the war in the Gulf, and was awaiting a formal reply from Tehran, a senior Pakistani security official told Reuters later on Wednesday.

“Iran will not allow US President Donald Trump to dictate the timing of the war’s end,” the official was quoted as saying by Press TV. “Iran will end the war when it decides to do so and when its own conditions are met.”

According to the official, Washington has been pursuing negotiations through various diplomatic channels, putting forward proposals that Tehran views as “excessive” and disconnected from the reality.

The official drew parallels with two previous rounds of negotiations held in the spring and winter of 2025, characterising them as “deceptive”.

Five conditions

According to Press TV, the Iranian official outlined five specific conditions under which Iran would agree to end the war. These include:

1. A complete halt to “aggression and assassinations” by the “enemy”.
2. The establishment of concrete mechanisms to ensure that the war is not reimposed on the Islamic Republic (Iran).
3. Guaranteed and clearly defined payment of war damages and reparations.
4. The conclusion of the war across all fronts and for all resistance groups involved throughout the region.
5. Iran’s exercise of sovereignty over the Strait of Hormuz is and will remain Iran’s natural and legal right, and it constitutes a guarantee for the implementation of the other party’s commitments, and must be recognised.

Oil prices fell and shares regained some ground on Wednesday after reports that Washington had sent the 15-point plan to Iran, with investors hoping for an end to nearly four weeks of war that has killed thousands and disrupted global energy supplies.

The senior Pakistani security official said Pakistani intelligence had delivered the US proposal to Iran, and Foreign Minister Ishaq Dar had followed up with Iranian Foreign Minister Abbas Araqchi.

So far there had been no response from the Iranians, or any confirmed dates or venue for talks, the Pakistani official said.

Three Israeli cabinet sources said Prime Minister Benjamin Netanyahu’s security cabinet had been briefed on the US proposal. They said its terms included removing Iran’s stocks of highly enriched uranium, halting enrichment, curbing its ballistic missile programme and ending funding for regional allies.

The Pentagon is meanwhile planning to send thousands of airborne troops to the Gulf to give Trump more options to order a ground assault, sources have told Reuters, adding to two contingents of Marines already on their way. The first Marine Expeditionary Unit aboard a huge amphibious assault ship could arrive around the end of the month.
