CDA, MCI: Senate panel for early resolution of dispute

Briefing the committee, Special Assistant to the Prime Minister Ali Ahmed Awan, who is also chairman of the Local Government Commission, said that the government is keen to present reforms, including legislation, to resolve issues faced by the people of Islamabad.

He said that there was also a proposal in discussion for direct elections for the mayor of Islamabad, besides other proposals to resolve the matters pertaining to the jurisdictional issues between the CDA and the MCI on permanent basis.

He pointed out that residents of the federal capital were facing various civic problems due to the administrative dispute between the CDA and MCI. The committee was of the considered opinion that most of the issues that had emerged were primarily due to hasty legislation, which resulted not only in legal lacuna but also administrative overlap and ambiguity.

The panel observed that the dispute can be resolved at earliest with requisite political will. The committee also called for early resolution of the problems that resulted in delay in framing the rules, proper division of power and functions, and lack of implementation. In his observations, the chairman of the committee asserted that issues pertaining to Islamabad need to be tackled in a holistic manner, seeking a long-term durable solution, above any partisan considerations.
