Delay in uplift plans attributed to red-tapism

Sindh government's departments are not complying with the rules to send the documents related to uplift schemes in the province to Monitoring & Evaluation Cell (M&EC) of Planning & Development Department in time to inspect the work progress.

The delay on part of the provincial departments to provide the required documents to M&EC prompted it to issue letters to all departments to comply with the rules viz-a-viz provision of documents, required before inspecting the projects.

According to official letters sent to departments of the Sindh government, M&EC stated that in order to provide more time to executive agencies/administrative departments, M&EC had started to issue a quarterly visit plan instead of monthly plan with the expectation that these agencies and departments would provide the scheme related documents to cell regional teams in time before the visit.

However, it has been observed that in majority instances, cell teams don't receive the scheme related documents before visit date.

Also, in some cases the documents are received many days after the visit date, which result in unnecessary increase in monitoring report's process time.

The letters sent to all departments of the provincial government sought the documents related to schemes in time. The letter reads, "In order to ensure that visit report is processed and published in time and scheme is not declared unsatisfactory only due to non-provision of necessary scheme documents, the concerned scheme may be directed to ensure provision of scheme related documents to cell well before the date of visit".

During the current financial year, Rs 45 billion funds have been released so far for many development schemes in the province. The funding for the development scheme is released on the basis of reports of M&EC by assessing the progress on work of any scheme.
