17 May, 2005

The Cabinet Division has issued reminders to all ministries and divisions to follow President's and Prime Minister's Secretariat, while carrying out day to day activities. Sources told Business Recorder that the secretariat has noted with concern that action on the directives of President and Prime Minister is not as speedy and comprehensive as it should be. It is learnt that to achieve speedy implementation of these directives, the Cabinet Division had been issuing instructions from time to time, but the replies and reports from many executing agencies are not received in time.
Sources said that Secretary Cabinet Division once again reminded all the heads of the divisions and ministries as well as other executing agencies to follow the instruction for proper implementation of the President and Prime Minister's directives.
In his letter, the secretary cabinet division said: "The ministry/division to whom a directive pertains should submit a self-contained compliance report to the President/Prime Minister's secretariat or cabinet division within the time limit prescribed in the directive.
"In case it is not possible to send a compliance report within the prescribed period, the implementing agency must brief the reason for delay. "A monthly progress report on the status of President and Prime Minister's directives should be submitted to the cabinet division by 5th of each month.
"In case the executing agency is unable to comply with the directive due to financial constraints or any other reason it should bring the position to the notice of the President/Prime Minister's secretariat under intimation to the cabinet division. "A directive is not treated as implemented till the controversial point, if any, is settled and a decision thereon is obtained from the President/Prime Minister's secretariat."
