Senate body reviews various aspects of devolution

ISLAMABAD: A meeting of the Senate's Functional Committee on Devolution (FCD) was held here to look into the various aspects of devolution as provided vide the 18th Constitutional Amendment Act, 2010, including recommendations of the Implementation Commission.

The committee was informed that as a result of devolution, 17 mederal ministries were abolished.

However, the committee noted that despite the abolishment of these ministries the Federation is still looking into the devolved subjects by forming ministries with changed name.

Senator Tahir Mushhadi said that the committee needed to identify the entities that were consciously blocking the implementation of 18th Amendment in its full spirit. Senator Usman Khan Kakar while agreeing to Tahir Mashhadi said the provinces too had failed to do required legislation which was an added reason in the delay of implementation of devolution.

Committee chairman Mir Hasil Bizenjo said the continuation of the Federation looking into subjects devolved under 18th Amendment was an encroachment into provincial autonomy which should be stopped at once.

The committee asked the Secretary Cabinet Division to brief the committee regarding the devolution process implemented so far and the reasons causing the delay.

The meeting was attended by Senators Kamil Ali Agha, Tahir Mashhadi, Ilyas Ahmad Bilour, Taj Haider, Usman Khan Kakar and Chaudhary Tanvir Khan.
