imageISLAMABAD: Water & Power Development Authority (WAPDA) owed a sum of Rs.149,919 million of circular debt to various Independent Power Producers (IPPs) till Feb 2015, State Minister for Water& Power Chaudhry Abid Sher Ali told National Assembly on Thursday.

Answering the question of Dr. Azra Fazal Pechuho, he said that due to government efforts, there is a reduction in circular debt during the last two- year.

A large number of steps were being taken to eliminate circular debt in power sector including development of mega hydel power projects, conversion of oil based plants to coal based plants, exploitation of alternate energy sources, and control theft of power and recovery of outstanding dues.

Strict measures were being taken to overcome power theft cases from the country and 8,900 feeders were being monitored to ascertain volume of power pilferage.

Inquiries were being conducted against 200 to 300 employees of various companies. Several employees have been suspended and many have been sacked from their services.

He said the duration of load shedding would not be from six to seven hours in cities and from eight to nine hours in rural areas daily during the ensuing summer season, he said adding that the load shedding of over 18 hours daily would be conducted in the areas having power pilferage of over 70 percent.

He said the government has paid Rs 250 billion subsidy to power consumers during the last financial year.

WAPDA has huge receivables including Rs 48 billion from Fata, Rs 48 billion from AJK, Various provincial governments owe Rs 100 billion, and Balochistan owe Rs. 129 billion of WAPDA on account of subsidy on tube wells.

Giving breakup of circular debt, he said Wapda owed Rs 44,647 million to Hubco, Rs 47,281 million to Kapco, Rs 4,281 million to AES (Pakgen), Rs 3,843 AES (Lalpur), Rs 1473 million to KEL, 28 million to SABA, Rs 1,901 million to Liberty (Gas), Rs 3,803 million to UCH (Gas), Rs 1,718 million to Rousch (gas), Rs 408 million to Fauji (Gas), Rs 1,218 million to Habibullah (gas), Rs 37 million to Altern (gas), Rs 5 million to Davis Energen (gas), Rs 4,402 million to AGL Power, Rs 2,358 million to Hubco Narowal, Rs 3,211 million to Atlas Power, Rs 4,399 million to Nishat Power, Rs 4,312 million to Nishat Chunian, Rs 5,036 million to Liberty Tech, Rs 1,343 million to Orient Power, Rs 2,641 million to Saif Power, Rs 2,164 million to Sapphire Electric, Rs 1,064 million to Halmore Power, Rs. 1,501 million to Energo Power, Rs 1,044 million to Foundation Power, Rs 713 million to UCH-II, Rs 6 million to Shydo Power, Rs 101 million to Laraib Power (Hydel), Rs 65 million to FFC Energy (wind),Rs 22 million to Zorlu Enerji, Rs. 5 million to JDW Sugar Mills unit-II, Rs 3 million toJDW Sugar mills Unit III,Rs 1,930 million to Chashma Nuclear I and Wapda owes Rs 2,967 million of Chashma Nuclear II.

He said no decision has been taken to shelve Gadani Power Project, however the project has been actively promoted projects under the China-Pakistan Economic Corridor Projects.

Rs 225.996 million have so far been incurred for preparation of master plan, various feasibility studies, surveys, etc on the Gadani Power Project.
