imageISLAMABAD: Other than the important Local Government bill, the Upper House of the Parliament on Thursday unanimously passed another three bills.

These bills included Federal Employees Benevolent Fund and Group Insurance (First Amendment) Bill, 2015, the Federal Employees Benevolent Fund and Group Insurance (Second Amendment) Bill, 2015 and the Capital University of Science and Technology Bill, 2015.

All the three bills were moved by State Minister for Parliamentary Affairs Shaikh Aftab Ahmed.

Giving the statement of objectives and reasons of the Federal Employees Benevolent Fund and Group Insurance (Second Amendment) Bill, the minister said that Federal Employees Benevolent and Group Insurance Fund is managed by a Board of Trustees, constituted under Section 4 of FEBF & GI Act, 1969. Section 4 (1) (C) provides that five persons from amongst the employees whom the Federal Government may, by notification in the official Gazette, appoint to be the members of the Board; Provided that at least one such member shall be from amongst the officers of the ministry of finance and one from amongst the officers of the Labour and Local Bodies Division.

Labour and Manpower Division have been devolved with effect from July 1, 2011. With a view to appoint an appropriate member from Overseas Pakistanis and Human Resource Development Division, necessary amendment in Section 4 (1) (C) is required.

The matter was placed before the Board of Trustees, Federal Employees Benevolent And Group Insurance Fund in its 88th meeting held on February 21, 2013 and it was approved by the Board to move a revised Bill to amend the composition of Board of Trustees by replacing the member from devolved Labour and Manpower Division with a member from Overseas Pakistanis and Human Resource Development Division.

The Statement of object and reason of the Capital University of Science and Technology Bill says that the government of Pakistan encourage establishment of new universities and degree awarding institution in order to provide more opportunities to students for higher education learning. The Education Policy 2009 also emphasizes on increased enrolment at all levels of educations including higher education.
