imageISLAMABAD: Public Accounts Committee (PAC) here on Wednesday expressing displeasure over briefing of running projects of the Planning Division of Pakistan directed to provide the year wise detailed report of 903 ongoing projects separately.

The PAC met here under the Chairmanship of Syed Khursheed Ahmed Shah Dr Azra Afzal, Mehmood Khan Achakzai, Sardar Aashiq Hussain, Syed Naveed Qamar, Arif Alvi Raja Javed Ikhlas, Shahida Akhter Ali and discussed the audit paras of the Planning Commission, Ministry of Law Justice and Human Rights.

PAC asked the Planning division that the projects which could not be completed within the period of 2001 to 2015,it should prepare a proper mechanism to avoid the wastage of public money.

During the Audit Objections of Ministry of Law Justice and Human Rights, Secretary Law and Justice told the committee that Human rights secretariat was transferred into a rented building for the saving of budget.

Regarding the amount saved for posts in the ministry of law the Chairman PAC said that the ministry should surrendered extra budget till may 15.

Syed Naveem Qamar said that the ministry lacks proper planning as at one side it takes extra budget and on the other side it failed to consume it

Discussing the audit objection about funds for Bar Association Secretary Law told the committee that the then law minister got money for the Bar Association after approval from the then Prime Minister.

He said that the ministry did not deliver funds to Bar Associations because Associations failed to send details of their previous accounts

Chairman PAC said that we should develop such a system that the responsible should be held accountable as in our current system the people who do wrong things escaped from punishment.

Responding to a question about current Circular debt Secretary Finance Dr Waqar Masood told the committee that the ministry of Water and Power can only informed the current amount of Circular Debt. He said that it was principally decided that the Circular Debt should maintain under Rs 250 billion.

Secretary Planning Commission during briefing about ongoing projects informed that commission starts development programs keeping in mind the funds allocated by the Finance ministry. He said that Rs 525 billion were allocated in Public Sector Development Program for the year 2014-15.
