imageKARACHI: Sindh Chief Minister Syed Qaim Ali Shah has said that the recruitment in the Education department must be made on merit.

He said that the education is the only weapon through which an effective war could be waged against terrorism, therefore, he won't allow any body to compromise on merit.

This he said while presiding over a meeting of $ 66 million World Bank- assisted `Sindh Global Partnership for Education (SGPE)' programme here on Monday, said a statement.

Sindh Senior Minister for Education, Nisar Ahmed Khuhro informed the meeting that a total 225 monitoring assistants or what they can be said `supervisors' have been selected through IBA test, as was directed by the Sindh CM.

Around 29 junior clerks, and 11 data processing operators and others will also be recruited on merit, he noted.

Chief Secretary Siddique Memon, Secretary to CM (U&B) Iqbal Durani, Secretary Education Fazalullah Pechuho, Secretary Finance Sohail Rajput and others were also present.

The Sindh CM said that there were still reports that over 3000 schools were closed in the province.

Nisar Khuhro informed the meeting that there were 1100 non-viable schools in the province which cannot be allowed to function.

In a village of 200 population four to five schools have been constructed, he said.

The Sindh CM directed the Sindh CS to get detailed list of 1100 non-viable schools buildings so that they could be used in the public interest. The list may be provided with necessary recommendations, he added.

The Sindh Secretary Education told the meeting that due to shortage of teaching staff around 2500 schools were closed all over Sindh.

He also added that when Syed Qaim Ali Shah took over as the CM for his second term, at least 8000 schools were closed. With the constant efforts of the government most of the closed schools have been made functional and still 2500 are to be made operational, he said.

Syed Qaim Ali Shah pointed out that most of the schools were over staffed, therefore rationalization of the staff should be made in such a way so that extra staff members of a school could be sent to the closed schools to make them operational.

He directed the Education Minister to personally supervise the rationalization process.

Talking about SGP programme, Fazllullah Pechuho said that it was a $ 66 million World Bank project for which the bank has released $ 22 million.

The objective of the programme is to establish a monitoring structure that improves performance, transparency of government school system, he added.

He said that one of the component of the project is to establish Sindh School Monitoring System.

It is designed and put in place to collect, analyse and disseminate data on key school level indicators, including student enrolment and teachers presence, he said.

The Secretary Education said that the data would be collected on monthly basis and collection would be carried out by independent monitors. By June 30, 2016 four monthly reports would be generated, he added.

The Sindh CM directed the Education department to run the monitoring system effectively.
