National Accountability Bureau (NAB) Karachi has authorized five investigations against the officials of local government, two doctors of Sindh Employees Social Security Institute (SESSI) and officials of district accounts officer of districts Dadu and Jamshoro.
The decision was made at a regional board meeting at NAB Karachi on Thursday where Director General NAB Karachi Mohammad Altaf Bawany presided over and directors of investigation wings and respective investigating teams of concerned cases attended. They thrashed out several cases and in view of raids and arrest of local government officials, DG NAB decided to recommend to the NAB chairman to authorize inquiry against current secretary local government Sindh Muhammad Ramzan Awan and others.
The recommendation was made on the basis of prima facie sufficient incriminating evidence regarding charges of corruption and misuse of authority against Awan. Javed Qamar, director establishment DMC West and Ramzan Solangi, PS to secretary local government, were recently arrested with recoveries of millions of rupees, cash, bonds, gold bars and other valuables. Hence, it was decided in principle that the inquiry should spread to all the corrupt elements on the basis of evidence and as per National Accountability Ordinance 1999.
An investigation was also authorized against Muneer Sultan, Owner & Developer of Kay Kay Builders (Pvt.) Ltd, for the project Muneer Mega Mall Karachi; for construction of illegal building on government land in Gulistan-e-Johar Karachi. The accused illegally minted millions of rupees from innocent general public in 1998 and has so far not handed over the flats and shops to those who booked the properties. The Accountability Court Karachi has already been hearing a reference on said matter since 2016. Therefore, the fresh investigation on the charges of cheating public at large was authorized against the builder and others.
Two investigations were authorized against the officials of district accounts offices of districts Dadu and Jamshoro and officers of Sindh government's Education department for making illegal and excess payments to its employees in 2015-16.The DG NAB Karachi directed investigating team to expedite inquiry on the similar charges against officials in districts Tharparkar, Tando Allahyar and Thatta.
On the completion of preliminary probe, an investigation was authorized against two doctors of SESSI and others on the charges of illegally holding two government jobs in two different government departments simultaneously against BPS-17 and 18. The doctors, therefore, deprived other citizens of their right to equal opportunity of the employment and causing loss to national exchequer.
The Board was apprised that Muhammad Zafar Maniar of M/s Humair Associates (Sachal Sarmast Town Karachi) is violating the terms of Plea Bargain for handing over the plots to the allotees, and therefore denying the possession to the rightful owners. The decision was taken in principle to proceed against M/s Humair Associates as per law.
DG NAB M Altaf Bawany, at the end of Board meeting, appreciated the progress on inquiries being concluded by investigating teams, particularly on local government matters. He issued instructions to the directors heading the investigation wings for expediting the investigative work purely on merit, without any discriminating and as per the guidelines of NAB chairman Justice Javed Iqbal.
