On recommendations from Ministry of Petroleum and Natural Resources, the Central Board of Revenue (CBR) has abolished one percent import surcharge and 5 percent customs duty on import of kerosene oil and light diesel during 2007-08.
The CBR has also abolished one percent surcharge on import of JP4/JP8 fuel. Through new Pakistan Customs Tariff (PCT) 2007-08, the government has reduced customs duty on the import of petroleum products and oils obtained from bituminous mineral crude.
Under PCT heading 2709.000, zero percent duty would be applicable on import of motor spirit; aviation spirit; jet fuel; JP1 and furnace oil. Duty has also been reduced, from 25 to 20 percent, on import of petroleum top naptha (PCT 2710.1942).
Duty has been reduced from 10 percent to 5 percent on import of mineral oil which has flash point of or above 200o F and is ordinarily used for batching of jute or other fibre. Duty has been brought down from 25 to 20 percent on import of base oil for lubricating oils of subheadings 2710.1951 and 2710.1952.
Duty has been reduced from 25 to 20 percent on import of brake fluid; 20 to 15 percent liquid paraffin; 20 to 5 percent white oil; 20 to 15 percent transformer oil and duty from 10 to 5 percent on the import of spin finish oil. Zero percent duty would be applicable on import of natural gas; propane; butanes; ethylene, propylene, butylene and butadiene; LPG and natural gas.
Duty has been reduced from 20 to 10 percent on import of petroleum jelly; paraffin wax containing, by weight, less than 0.75 percent of oil, 15 to 10 percent; slack wax 20 to 15 percent; other 20 to 5 percent; calcined 5 to zero percent; bituminous or oil shale and tar sands 25 to 20 percent and other 25 to 20 percent.
