The government has constituted a committee under the chairmanship of Secretary Establishment Division, with Additional Secretaries Cabinet and Law and Justice as members to examine and finalize the cases of appointments (including regular, additional charges, current charges, look-after charges and Board positions etc.) made without approval of the Federal Government since August 18, 2016, within one month.
The decision was taken at the meeting of federal cabinet held on May 19, 2020 with Prime Minister, Imran Khan in the chair.
The sources said, Power Division and Ministry of Science and Technology are on the "hit list" of Prime Minister evident from the documents which state that on May 12, 2020 when Secretary Cabinet informed that while 29 Divisions had furnished a 'Nil' report, 12 Divisions had identified cases which require further categorization and sifting to obviate overlapping, Prime Minister observed that as per information provided, Ministries like IT and Power had submitted 'Nil' reports while posts of MD Software Export Board, CEO Universal Service Fund, MD Telephone Industries of Pakistan, MD NTDC, and CEOs of Discos had been filled without approval of the Cabinet.
On May 19, 2020, Secretary Cabinet briefed the forum that in pursuance of the directions of the Cabinet in the last meeting, Secretaries/Additional Secretaries in-charge were asked to furnish details of appointments (including regular, additional charges, current charges, look-after charges and Board positions etc.) made without approval of the Federal Government since August 18, 2016, along with certificates on the correctness of the information.
In compliance, 27 Divisions, had furnished the requisite information, identifying 638 irregular cases. The Prime Minister directed the Cabinet Secretary to convey his displeasure to the Secretaries/Additional Secretaries in-charge who had failed to send the requisite certificate/information despite clear directions of the Cabinet.
