The government has estimated foreign assistance of Rs 1.118 trillion for 2018-19 against Rs 837.823 billion budgeted for the current fiscal year which was later revised upward to Rs 1.229 trillion- the rise attributable to loans from commercial banks and issuance of sovereign bonds. However there were a number of discrepancies in data that appeared in the budget in brief and the estimates of foreign assistance.
The external resources for 2018-19 are lower by10 percent than the revised estimates of 2017-18 but 25 percent higher than the budget estimates of 2017-18. The government has budgeted Rs 351 billion from commercial banks for 2018-19 against Rs 105.5 billion for 2017-18 which was later revised upward to Rs 406.294 billion. The government has budgeted Rs 234 billion from sovereign bonds for 2018-19 though no amount was budgeted from this source in the current fiscal year but revised estimates gave the figure of Rs 274.375 billion. The government has budgeted estimates of Rs 98.39 billion from China for next fiscal year against Rs 168.28 billion for the current fiscal year which was later revised to Rs 150.286 billion.
Under the head of loans Rs 1.087 trillion has been budgeted for 2018-19 against the budgeted estimates of Rs 810.742 billion for the current fiscal year which was later revised to Rs 1.203 trillion. The government has budgeted Rs 30.032 billion under the head of grants for next fiscal year against Rs 27.081 billion budgeted for 2017-18 which was later revised to Rs 26 billion. Under the head of outside PSPD resources, Rs 8.604 billion has been estimated for next fiscal year which was Rs 11.093 billion for the current fiscal year, revised to Rs 26.93 billion.
The document titled Foreign Assistance Estimates notes no amount from Sukuk Bonds for next fiscal year while Rs 105.5 billion was budgeted for 2017-18. But according to the Budget in Brief document, the government has budgeted Rs 234 billion from Sukuk bonds for 2018-19 against Rs 105.5 billion for 2017-18 which was later revised to Rs 274.375 billion.
The government has budgeted estimates of Rs 161.63 billion from the Asian Development Bank (ADB) for 2018-19 against Rs 128.435 billion for the current financial year which was later revised to Rs 102.789 billion, Rs 71 billion from the International Development Association (IDA) against Rs 100.9 billion for 2017-18, later revised to Rs 69.745 billion.
According to the document titled Estimates of Foreign Assistance, Rs 119.479 billion was budgeted from Islamic Development Bank (IDB) for next fiscal year against Rs 164.599 billion for the current fiscal year which was later revised to Rs 146.349 billion. However in Budget in Brief, the government has budgeted estimates of Rs 117 billion for 2018-19 against Rs 163.525 billion for 2017-18 which was later revised to Rs 140.068 billion.
The government has budgeted estimates of Rs 20.9 billion from International Bank for Reconstruction and Development (IBRD) for the next fiscal year against Rs 7.14 billion for the current fiscal year which was later revised to Rs 25.9 billion.
The government has estimated budgeted assistance of Rs 6.1 billion from France for 2018-19 against Rs 16.55 billion for the current fiscal year which was later revised to Rs 5.395 billion, Rs 5.57 billion has been estimated from Korea for next fiscal year against Rs 4.7 billion for the current fiscal year which was revised to Rs 1.2 billion, Rs 40 million has been estimated from Turkish Exim Bank for next fiscal year against Rs 80 million for the current fiscal year which was revised to zero, Rs 13.523 billion has estimated from USA for next fiscal year against Rs 12.4 billion for the current fiscal year which was later revised to Rs 10.19 billion, Rs 4.7 billion has been estimated for 2018-19 against from Japan against Rs 4.56 billion for 2017-18 which was later revised to Rs 10.785 billion.
