Global customs communities are well organised under the umbrella of World Customs Organisation-WCO, which helps member countries in trade facilitation developing customs standards, simplification and harmonisation of customs procedures. Every organisation works on some value system that acts like a catalyst in attaining excellence. Core values of Pakistan Customs are integrity, efficiency and courtesy.
The officers of Pakistan Customs have built a culture of performance-orientated innovation and have created new opportunities in enhancing the service structure. The over mounting volume of trade requires an efficient, stable and well integrated automated computerised system to avoid congestion at port and meeting revenue targets. Manual clearance of goods was a tedious process, which enhanced the overall cost of business. Under the World Bank sponsored TARP- Tax Administration Reforms Program, Model Customs Collectorate of PaCCS was established and automated customs clearance facility was extended at KICT, PICT and QICT. Characteristics like Decision support, risk management and anonymity of the system helped all stake holders in efficient cargo clearance.
It is worthwhile to mention here that WCO appreciated practice of integrated tariff for electronic processing of international trade in MCC PaCCS. MCC PaCCS placed Pakistan among a few countries of the World which brought reforms in customs business processes re-engineering. The performance of MCC PaCCS aptly reflects its logo "We Care". Paperless Customs clearance has changed the outlook of Customs from an anti-smuggling force to a taxpayer facilitation and trade regulatory agency. Pakistan Customs is contributing a major chunk of annual revenue collection to FBR. In the same token, MCC PaCCS got the honour of contributing 50-60 percent of the annual revenue in the form of customs duty, sales tax, advance income tax, central excise, regulatory duty and anti-dumping duty etc.
Recently, a newly developed software WeBOC- Web-Based One Customs system is customised at MCC PaCCS. WeBOC is designed to handle processing of imports and exports efficiently, with precision and accuracy. WeBOC is a home grown system, which is easy to improve and upgrade without much delay.
In this fashion, MCC PaCCS is playing a vital role in delivering trade facility to its clientele. The focal point of MCC PaCCS is to expedite the processing of goods declaration by means of state of the art high-tech automation. Highly skilled officials of MCC PaCCS are striving hard to cope-up with the ever increasing trade volume. Lastly, little doubt that service delivery is the hallmark of MCC PaCCS. It is a mean for attaining a better future for our country.
