KARACHI: The Sindh High Court (SHC) on Wednesday sought comments from the secretary establishment division on the constitutional petition filed by the Additional Inspector General Police (Traffic) Ghulam Qadir Thebo, seeking his promotion from BS-21 to BS-22.

The SHC bench was hearing a plea of Thebo who informed the court that he was not promoted in grade 22 by high-powered selection board despite the fact that he met the criteria laid down in the Civil Servants (Promotion to the post of Secretary, BS-22 and equivalent) Rules, 2010.

The petitioner informed the court that he was a Civil Servant in the Police Service of Pakistan and was currently serving in BS-21 under Government of Pakistan as IG Traffic.

The court was informed that Thebo fully deserved to be promoted as per Rules 2010. He reminded the court that he had joined the police department in 1985 after passing the CSS examination.

“During the tenure, I remained posted at various positions including filed and staff appointments as well as posting outside the police department,” Thebo submitted in the petition.

He reminded the SHC that he had served as Assistant Superintendent Police, Superintendent Police, Senior Superintendent Police, Deputy Inspector General, Inspector General Prisons, and Additional IG Karachi after getting promoted gradually.

Besides, Thebo said that he had also served with the United Nations Mission to Bosnia from August 2000 to December 2001 as well as Enquires and Anti-Corruption Sindh Chairman from June 2016 to July 2017.

Impleading secretary establishment division and high powered selection board as the respondents, the petitioner prayed to the court to direct them for considering him for the promotion in BS-22 as per rules.

After the preliminary hearing, the court issued notices to the respondents and the federal law officer, directing them to come up with the respective replies by Janaury 31.
