Devolved ministries: Sindh government failed to establish PIC for resolving problems

Devolved departments are facing numerous administrative, technical, legal and financial problems but Sindh Government failed to establish the Provincial Implementation Cell (PIC) which was proposed to resolve problems of devolved ministries and their employees; reliable sources unveiled this to Business Recorder here on Wednesday.
Sindh Inter Provincial Co-ordination department had proposed a cell with the name of Provincial Implementation Cell in order to resolve the expected administrative, technical, legal, financial and other problems of devolved federal ministries and their employees.
In the first week of November 2010, the IPC department had moved a summary of PIC to the Chief Minister Sindh Syed Qaim Ali Shah for the approval but the matter is still pending at the CM house, sources said. The high -ups of the IPC were of the view that Syed Qaim Ali Shah would approve summary very soon and the Cell would be established before or after the completion of first phase of devolution as the PIC could resolve the issues of ministries and employees.
The first phase of devolution of five federal ministries including Youth affairs, Zakat and Ushr, Local government and Rural Development and Population welfare, had been completed in December 2010 and the second phase of devolution has also to be completed but the Chief Minister had not approved the summary despite passage of about seven months.
The said departments which were more empowered in the name of devolution are facing many administrative, financial and other problems because employees, their salaries, record, seniority issues, projects, institutes, funds and others issues have also been transferred to Sindh.
But, the Sindh government has not taken it very seriously and the devolved departments are facing a lot of problems in this regard. Additional Secretary Population welfare Syed Ashfaq Hussain Shah told Business Recorder that we are still waiting for the answer of a question that who will give us the funds in the head of more than 200 transferred employees as we don't have the funds in this regard. He said that after the devolution of Population welfare ministry, though we have been empowered more than earlier but we are facing many genuine problems as well.
A high level official of Zakat and Ushr told on the condition of anonymity that our department is also facing many problems after the devolution of powers, prior authorities are asking us to wait till the approval of federal and provincial budgets. Similarly, rests of departments are also suffering from several problems but Sindh government has not taken serious efforts for the establishing of provincial implementation cell in order to resolve all issues of devolved ministries and their subsidiaries.
When this correspondent has tried to contact Minister for IPC Makhdoom Jamil-u-Zaman and Secretary Mushtaq Shaikh for comments, both were not available at their offices, while they were not attending the calls despite several attempts. It is pertinent to mention here the Makhdoom Jamil-u-Zaman has another portfolio of Antiquities and he is also Chairman of Sindhi Adabi Board, the institute for promoting of Sindhi literature.
