The Poverty Score Card (PSC) survey, conducted by HCMI, has revealed that household (HH) size in district Dera Ghazi Khan (DGK) has visibly declined in urban areas after 1998 census however, population growth rate is almost static. The probable reasons behind the decline of HH size are increasing poverty, inflation and cost of living.
More than 450 team members of HCMI conducted the carpeted HH survey during March/April 2011 in 30 union Councils of Dera Ghazi Khan (DGK) district including tehsil Taunsa, says an official statement of the Human Capital Management Institute (HCMI).
The number of households (HH) increased at 30 percent as compared to last census of 1998. HCMI engaged a well-experienced field team under the leadership of renowned Development Economist Syed Naeem Bukhari to conduct this PSC survey in shortest record period of 60 days.
About 1,98,000 households were surveyed during the data collection process for Poverty Score Card. A formal editing/cleaning process also held at HCMI Dera Ghazi Khan Office to ensure the quality scanning of forms by NAadra. During the process of editing, about 9% of the survey forms revisited by HCMI monitors and quality assurance department to check/conform the standards of data collection. The problems faced by HCMI during the survey include hot weather, wheat crop harvesting season that hindered the people's presence at their houses, access to inaccessible locations and political influences by local political authorities.
Political influences are still a big hindrance to perform any developmental task for the socio-economic uplift of vulnerable communities in district Dera Ghazi Khan and even almost in all South Punjab . This was experienced by field teams of Poverty Score Card Survey conducted by Human Capital Management Institute at Dera Ghazi Khan.
According to Syed Naeem Bukhari, CEO, HCMI, it was unexpectedly strange behaviour of local political leadership to conduct the survey at Dera Ghazi Khan. Asking for unfair demands, favouring favourites, nepotism, influencing field team route maps and pressurising the selection process for field teams were major obstacles created by political authorities. The political authorities linked with PPP even did not bother to hamper the Public Information Campaign being conducted by HCMI forward campaigners.
