PSDP 2011-12: government reliance on foreign loans increases by 9.78 percent

Government has increased its dependence on foreign loan by 9.78 percent (Rs 1524.7 million) to Rs 17114.7 million in the federal ministries' share in the PSDP 2011-12 as compared to Rs 15,590 million in the financial year 2010-11.
According to the documents available to Business Recorder, the Planning Commission has proposed to allocate an amount of Rs 290 billion for PSDP 2011-12, out of which Rs 150 billion would be made available to the federal ministries as compared to the revised allocation of Rs 96 billion during 2010-11.
A significant increase of Rs 1980 million has been proposed under the head of foreign loan for Water and Power Division as compared to Rs 131.7 million of year 2010-11. Similarly, Finance Division and Planning & Development Divisions would have foreign loans amounting to Rs 1203.9 million and Rs 2193.7 million as compared to Rs 500 million and Rs 197.2 million, respectively, of the year 2010-11. Likewise, Revenue Division's share in the foreign loan has been increased from Rs 533.3 million of 2010-11 to Rs 1402.7 million in PSDP for the next financial year.
However, foreign loans' dependence has been curtailed for Pakistan Atomic Energy Commission to Rs 5801.5 million as compared to Rs 7721.3 million of last year. Similarly, Railway Division, Kashmir Affairs and Gilgit Baltistan Division would receive foreign loans amounting to Rs 2500 million and Rs 759 million in the PSDP-2011-12 as compared to Rs 3455.3 million and Rs 1722.4 million, respectively, of the financial year 2010-11. Likewise, foreign loan has been curtailed to Rs 476 million for States and Frontier Regions Division as compared to last year's Rs 746.2 million.
Total allocation for Water and Power Division has been increased from Rs 17173.2 million of 2010-11 to Rs 3112 million in the upcoming PSDP while Pakistan Atomic Energy Commission's share in the PSDP has been enhanced to Rs 22000 million as compared to Rs 10738.2 million of 2010-11. The shares of Finance Division, Railway Division and Planning and Development Division have been increased to Rs 10270.9 million, Rs 15000 million and Rs 29981.9 million as compared to Rs 7873.5 million, Rs 7072.3 million and Rs 5145 million of the last year, respectively.
Total allocation in the PSDP 2011-12 has been increased to Rs 2030.8 million for Industries Division, Rs 5800 million for Interior Division and RS 3825.7 million for Defence Division as compared to last year allocation of Rs 1548.6 million, Rs 2997 million, and Rs 2050.5 million, respectively in the year 2010-11. The Cabinet Division will receive Rs 2692.1 million, Science and Technological Research Division Rs 936.6 million, Law and Justice Division Rs 1200 million, and Revenue Division Rs 1970 million as compared to last year allocation in the PSDP of Rs 1778.4 million, Rs 629.9 million, Rs 366.3 million and Rs 802 million respectively.
Higher Education Commission and Housing and Works Division may receive Rs 13500 million and Rs 1215 million as compared to Rs 15040.4 million and Rs 1527.9 million, respectively, of the last year. In the PSDP 2011-12, Petroleum and Natural Resources Division would receive Rs 149.7 million, Information Technology and Telecom Division Rs 769.8 million, Defence Production Division Rs 1454.7 million, Commerce Division Rs 414.6 million, Communication Division (other than NHA) Rs 172 million, Ports and Shipping Division Rs 784.3 million, Pakistan Nuclear Regulatory Authority Rs 350 million.
Ministry of Foreign Affairs Rs 285 million, Narcotics Control Division Rs 534.2 million, Establishment Division 33.8 million, Kashmir Affairs and Gilgit Baltistan Division Rs 18047.5 million, States and Frontier Division Rs 10000 million, Information and Broadcasting Division Rs 629 million, Textile Industry Division Rs 150 million, Statistics Division Rs 252.4 million, Economic Affair Division Rs 161.1 million, Capital Administration and Development Division Rs 667.4 million and Inter-Provincial Co-ordination Division would be receiving an amount of Rs 70 million in the PSDP 2011-12.
