The Directo-rate of Health and Population Welfare on Thursday signed a Memorandum of Understanding to improve the delivery of emergency healthcare in Federally Administered Tribal Areas (Fata). The three-year project, signed with the Community Appraisal and Motivation Programme (CAMP), is funded by German Government through KfW Development Bank and will be facilitated by German consulting firm AGEG.
Dr Fawad Khan, Director Health and Population Welfare FATA, Dr Mathias Reinike, AGEG Consultants and Naveed Shinwari, CEO CAMP were all also present during the signing ceremony. An official of DH&PW told APP that under the first phase of the project, a detailed need assessment of emergency health services within the target facilities in Fata would be conducted.
The project aims at improving emergency health care capacity within the facilities in terms of infrastructure, equipment provision, staff training and referral linkages, he informed. Afterwards, he added, the project will evaluate impact of these interventions and make recommendations for further capacity building. He said that highly sophisticated tools developed by World Health Organisation for assessment of capacity within all levels of health facilities in Pakistan will be refined slightly, particularly to ensure collection of baseline data for the evaluation indicators, and produce well-validated and comparable data.
The baseline report, the official maintained, will be shared with key stakeholders (donor, senior representatives of Fata Health Directorate and Agency surgeons and medical superintendents responsible for the target facilities), and any questions or concerns will be discussed.
The official further said that priorities will be set, based on agreed weaknesses in the existing emergency healthcare capacity in the target facilities. It is anticipated that these priorities will address needs in all clinical specialities and support services (radiology and laboratory services), in terms of infrastructure, equipment and staff training, he aded.
Since 1961, KfW Development Bank has been financing projects in Pakistan on behalf of the German Government in the infrastructure and social sectors. Currently, the focus of financing in Pakistan is in the sectors of energy (eg Ghazi Barotha, Tarbela), health (eg Fata health programme, fight against Tuberculosis, blood screening and safety), education (rehabilitation of schools) as well as crisis prevention and governance (eg livelihoods, community infrastructure).
