Petition against condition of NOC returned

The Lahore High Court registrar office has returned a petition challenging requirement of no objection certificates (NOC) before travelling abroad, asking the petitioner to affix the impugned notification with his petition. A bar member, Noshab A. Khan had contended that the impugned decision taken by the interior ministry was a gross infringement of civil liberties.
It is an utter violation and encroachment upon the fundamental rights of citizens regarding freedom of movement as enshrined in the constitution of Pakistan. He therefore prayed to the court to set aside the orders by declaring them illegal and out of jurisdiction.
