The Frontier Works Organisation (FWO) on Wednesday served legal notice on the Oil and Gas Development Company Limited (OGDC) a day before a scheduled meeting of OGDC Board of Directors (BoD) to consider approval of ''amended bid bond'' submitted by Petrosin for the award of 186 million dollars contract.
Sources told Business Recorder that OGDC board is likely to consider amending the ''deputation policy'' for the officials inducted in the company and endorse the formation of the committee comprising Managing Director (MD) Naeem Malik and Secretary Petroleum Imtiaz Qazi to deal with Sindh government to settle the wellhead price issue of four dormant fields.
OGDC board is not empowered to amend deputation policy and only Establishment Division is authorised to make any change in rules of deputation for officials to be deputed in different public departments and organisations, sources in OGDC told this correspondent. Thus, an attempt to revise the rules would be a violation of its powers, sources stated.
FWO served a legal notice on OGDC management on Wednesday. "FWO failed to qualify for the technical proposal for Uch-11 Development Project and therefore FWO''s financial bid was not opened," sources said. OGDC opened technical proposals relating to Uch-11 tender on 29-11-2010 and the following companies participated therein: (i) Frontier Works Organisation (FWO); (ii) Petrosin (US $186 million); (iii) Presson Descon ($275 million); and (iv) Specialty Process Equipment Corporation (US $227 million). However, Petrosin submitted conditional bid bond and as per clauses 6.7 sub clause 6.7 and 8.3.1.1, its bid was liable to be rejected.
