President Asif Ali Zardari Tuesday appointed Barrister Syed Masood Kausar as Governor Khyber Pakhtunkhwa. The President made this appointment on the advice of Prime Minister Syed Yousuf Raza Gilani. Barrister Syed Masood Kausar was elected MPA from Khyber Pakhtunkhwa in 1988 and 1990 respectively. He is brother of noted Urdu poet Ahmad Faraz.
He is a long-time PPP member and has served on important positions in the party and the government. Masood Kausar has been a former speaker KP Assembly, Advisor, Senator and PPP KP President. This is for the first time that Masood Kausar has been assigned any official position in PPP government since the 2008 general elections. Kausar has been given a special task to bring peace in Fata.
President Asif Ali Zaradri felicitated Masood Kausar on his new assignment as Governor KP and expressed the hope that he would provide support in fight against militancy and also work for the welfare and uplift of the people of Khyber Pakhtunkhwa and Fata, said President's Spokesperson Farhatullah Babar.
According to the Spokesperson, the President advised Masood Kausar to give special attention to the development of tribal areas and ensure early implementation of the reforms announced on the Independence Day 2009. The governorship is normally a ceremonial post. But in the history of Pakistan, the powers of the provincial governors have vastly been increased, when the provincial assemblies were dissolved and the administrative role was directly given to the governors or the President to impose governor rules in any province. In Pakistan, governor rule was imposed during martial laws of 1958-1972 and 1977-1985, and from 1999 to 2002.
In the case of Khyber Pakhtunkhwa, there were two direct governor rules, in 1975 and 1994 respectively, when the provincial chief ministers were removed and assemblies dissolved. Similarly, President Asif Ali Zardari had imposed governor rule in February, 2009 for two months in the Punjab province.
