Can empty Afghan trucks carry any Indian goods from Wahgah to Afghanistan? Pakistan says ''no''

Pakistan''s customs authorities have categorically declared that the empty Afghan trucks will not be allowed to carry any sort of Indian goods on way back to Afghanistan via Wahgah under the new Afghan Transit Trade Rules, 2011.
Sources told Business Recorder here on Wednesday that the Federal Board of Revenue (FBR) has finalised the new Afghan Transit Trade Rules 2011 and drafted procedure for transit goods from Afghanistan to India through land route of Wagha.
The Customs Rules would be enforced along with the implementation of Afghanistan-Pakistan Transit Trade Agreement (APTTA). The rules have categorically declared that the empty Afghan trucks will not be allowed to carry any Indian goods for Afghanistan on their way back via Wagha border.
According to the rules, Pakistan will facilitate Afghan exports to India through Wagha. Afghan trucks will be allowed access on designated routes up to Wagah. Afghan cargo will be offloaded onto Indian trucks back-to-back at Wagha and the trucks, on return, will not carry Indian export goods, the rules said.
Under the new rules, the Federal Board of Revenue (FBR) has directed the customs officials to ensure foolproof checking of Afghan trucks'' seals bringing goods for India through the NLC Wagha Border Terminal under the new Afghanistan Pakistan Transit Trade Agreement (APTTA).
According to the Afghan Transit Trade Rules 2011, the following procedure has been prescribed for movement of Afghan transit goods from Afghanistan to India, through Wagha: The Customs officer at the entry gate of NLC Wagha Border Terminal will check the seals of Afghan trucks bringing goods for India, and after cross checking/tallying the details of the vehicle with that of the accompanied documents will allow the truck to enter the terminal. Detailed examination of the goods will be dispensed with if the seals are intact.
Once the truck is inside the terminal it will be weighed and scanned. In case there is some discrepancy in weight or any doubtful observation from the image produced by scanner a Customs officer, not less than the rank of Assistant Collector, shall order inspection/examination. The particulars of Indian truck on which the goods are to be loaded will be noted at the back of duplicate copy of GD meant for Office of exit. At the terminal, Afghan cargo shall be offloaded on to Indian trucks back-to-back in the presence of Customs officer and representative of the owner of the goods.
The rules said that the customs officer at the ''out'' gate of the terminal will tally the details of the documents with that of the truck before allowing Indian truck to leave the terminal. The duplicate copy of GD with acknowledgement endorsed with "Crossed Border" stamp along with signatures and name stamp of the authorised officer shall be sent to the Office of Departure from where the goods entered Pakistan.
The Afghan Transit Trade Rules 2011 said that the customs officer at Wagha will also enter acknowledgement of transit goods in'' One Customs''. The duplicate copy of GD shall be retained by Customs authorities at Wagha for record. The emptied Afghan trucks will not be allowed to carry any goods for Afghanistan on their way back from Wagha.
The customs officer at the gate will enter particulars on the transit register and hand over a copy of the documents to NLC official for record, the new Afghan Transit Trade Rules 2011 added.
