Chairman Oil and Gas Regulatory Authority (Ogra) has reportedly defied the orders of Cabinet Division to restore powers to Members Gas and Oil, Business Recorder has learnt. Cabinet Division wrote a letter to Chairman Oil and Gas Regulatory Authority (Ogra) Tauqir Sadiq on October 8, 2010 with the direction to restore the powers of Members Oil and Gas with immediate effect but no action has been taken so far.
Chairman Oil and Gas Regulatory Authority (Ogra) had written a letter to Secretary Cabinet Division on May 19, 2010 informing him that Member Oil Dr Illyas Fazil and Member Gas Hadi Hussain had been made dysfunctional, which sparked a controversy in Ogra. Cabinet Division in its reply on October 8, 2010 directed the Chairman Oil and Gas Regulatory Authority (Ogra) to immediately withdraw the letter and restore the powers of Members Oil and Gas, sources maintained.
Cabinet Division moved against the Chairman Ogra after Advisor to the Prime Minister on Political Affairs/Cabinet Division Nawabzada Ghazanfar Ali Gul was given a flawed briefing by Member Finance who was unaware of facts related to LPG and CNG. Member Finance Mir Kamal Marri continues to exercise the power to deal with issues of LPG and CNG which are the subjects of Member Gas in defiance of the instructions of the Cabinet Division.
The government appointed Director General (DG) Gas, Ministry of Petroleum, Mansoor Muzaffar, as new Member, Gas, Ogra. He replaced Hadi, who retired on August 3. Muzaffar has been involved in policy making on LPG and CNG during his 30-year working experience in Petroleum Ministry. He has also been a member on boards of Sui Southern Gas Company Limited (SSGCL) and Sui Northern Gas Pipeline Limited (SNGPL).
