Replacement flyhalf Stephen Donald scored two late tries while Wyatt Crockett, Tane Tuipulotu, Stephen Brett, Anthony Tuitavake, Ma'a Nonu and Rudi Wulf all crossed once each.
Eiji Ando kicked a lone goal for the Japanese, who finished bottom of the six-team competition with one win from their five matches. Australia A finished second despite being held to a 14-14 draw with Fiji in Suva on Saturday while Samoa were third after thrashing Tonga 50-3 in Apia on Sunday with seven unanswered tries.
Census Johnson and David Lemi both scored twice while Ulia Ulia, Mahonri Schwalger and Alesana Tuilagi also crossed for five pointers.
