The proposed Federal Board of Revenue (FBR) Act 2007 would empower the tax officials to formulate policy for performance management rewards, incentives packages, golden handshake scheme and integrated management policy for the tax machinery.
Sources told this correspondent on Saturday that the CBR would finalise an overall plan by August 2007 under the enabling provisions of the FBR Act 2007. According to sources, most of the objections raised by the Senate Standing Committee on Finance and Revenue regarding FBR Act 2007 have been dropped. The committee had raised different technical objections on the proposed FBR Act, which were not approved or accommodated in the final report of the committee.
Under the proposed FBR Act, the CBR will formulate a human resource management policy. It includes power to implement the human resource policy, power to assess, identify, create, decrease and reduce or designate or re-designate posts and prepare, execute the internal job posting regime in accordance with the rules, lay down qualifications and criteria for the posting of employees against specialised or available posts, implement a transparent evaluation process to assess if the official is qualified for posting against a specialised or available post, make assessment of integrity of the employees for the purpose of evaluation process or posting, promotion or transfer; transfer, select or post the official or employees against any post; transfer any official to any post in any entity owned by the Board; recommend to the competent authority, the voluntary severance scheme and on approval subsequently implement the same; take any action, issue rules, regulations, guidelines, code of conduct, in order to fulfill the objects and purposes of the Act and powers to make rules for maintaining discipline in the organisation.
