National Assembly Standing Committee on Cabinet Secretariat has expressed serious concern over performance of Capital Development Authority (CDA) for remaining unable to compensate affectees of nurseries and land owners of sector E-12, Islamabad. The committee met with Rana Muhammad Hayat Khan in the chair here at the Parliament House on Tuesday.
The committee discussed the issues relating to CDA, Pakistan Institute of Medical Sciences (PIMS) hospital, budgetary proposals of Capital Administration and Development Division (CADD) for year 2018-19 and other issues in the meeting. The committee chairman constituted a subcommittee, headed by MNA Rasheed Ahmed Khan, to monitor implementation status on committee recommendations to resolve the long lasting issues of CDA without any further delay.
The members of the committee called for early resolution of issues of affectees of nurseries and land owners of sector E-12. The members of committee expressed concern over miserable conditions of patients at PIMS hospital and asked the CADD to take concrete measures to improve the condition of the hospital. They also expressed concern over the failure of Liver Transplant Center at PIMS which could not be made functional due to lack of coordination and mismanagement of hospital administration.
An official of PIMS said that over 4,000 patients visit hospital's outdoor patient department (OPD) daily for their treatment. He said that out of total number of incoming patients, 75 percent of them come for follow-up checkups while 25 percent new patients visit the OPD daily.
He said that unlike medical practices abroad, where one doctor examines five to seven patients daily, each doctor at PIMS has to examine over 200 patients. He said that a seven to eight members team of doctors perform duties in the OPD, including the medical officers, professors, assistant professors and postgraduates.
He said that the PIMS had been established to provide special health services to patients suffering from critical diseases; however, the hospital has become a major center for all patients from various parts of the country. Harsh words were also exchanged between the committee chairman and Pakistan Tehreek-e-Insaf members over the performance of Khyber Pakhtunkhwa government and Punjab government in the meeting.
They exchanged harsh words about the performance of public hospitals in Punjab and Khyber Pakhtunkhwa. The committee also endorsed all budgetary proposals of CADD and its attached departments relating to Public Sector Development Program (PSDP) for financial year 2018-19.
