Senate Standing Committee on Devolution has decided to write a letter to the chief minister and chief secretary of Khyber Pakhtunkhwa for immediate regularisation of employees of Workers Welfare Board (WWB) of the province and payment of their last eight months salaries.
The committee met with Senator Mir Kabeer Ahmed Muhammad Shahi in the chair at Parliament House here on Thursday. The committee discussed the issues relating to non-regularisation of the WWB employees as well as non-payment of their salaries, besides the status of devolution of powers from Accountant General Balochistan to district account officers.
Senator Ilyas Ahmed Bilour said that many industries have been closed in Khyber Pakhtunkhwa due to terrorism and workers have been badly affected. He said that neither the provincial government nor the federal government is paying salaries to the workers.
Senator Taj Haider said that federal government holds the Worker Welfare Fund and it has not been devolved to the provinces so far.
Secretary WWB KP told the committee that Khyber Pakhtunkhwa Worker Welfare Board would decide about job regularisation and payment of the salaries but the Board has not been constituted so far. Federal Workers Welfare Board would provide funds if KP Board is constituted and refers its decisions about the employees for approval, he added.
While discussing the issue regarding the status of devolution of powers from Accountant General Balochistan to district account officers, the Controller General of Accounts Balochistan said that his department would set up its sub-offices in six divisions headquarters of Balochistan to facilitate the employees about payment of salaries, pension, GP funds, etc. However, he said that funds are required for this purpose. After discussion, the committee decided to call the secretary finance and the official of Law Division to settle this issue.
