The Chairman Higher Education Commission (HEC) Dr Javaid Leghari has stressed upon the Universities, Scientists, further to expedite their research work, with qualitative education for meeting inevitable obstacles in progress and prosperity of the country.
He said that accessibility to youth and womenfolk towards higher education and qualitative Research were very much essential for effective social safety nets to prevent vulnerable population from socio-economic disparities. This he said while addressing inaugural ceremony of two-day seventh International Symposium on Evolution through Innovation in Medical Science organised by Liaqat University of Medical and Health Sciences (LUMHS) at Jamshoro campus on Friday.
Javaid Leghary said that though universities in Pakistan have made wonderful performance in the field of research work under the guidance and encouragement from government, but still there is room of improvement and intensifying pace of research work to meet out socio-economic problems being faced by people. He said that still yet we are much below in accessibility to higher education having only the rate of 8 per cent where as Indonesia has gained this accessibility up to 28 per cent, Malesia 31 per cent, Turkey 38 per cent and developed countries from 60 to onward.
He said that out of 118 million, 2/3 population of our country is below 24 years of age, which has suppose to have access to higher education. Similarly, the major part of our 50 per cent women population is also deprived from education. He said that HEC is focusing on qualitative education and research work by facilitating universities in term of their financial and technical assistance's, it has increased research budget from Rs 800 million to 1.2 billion.
In addition to that each public university has been provided Video Conferencing facility and digital library. He said that due to this keen interest taken by government today we have more than 1000 PHDs as compared to 800 in 2010. Besides, in research work Pakistan as per population rate, was more ahead of India and added that few years ago we have credit of only 600 research publications but by end of 2011 this achievement raised up to 6,200 publication where as counting of current year was in progress.
He said that during last 3 years our researchers have brought out 3,500 research publication and said that even some universities has achieved their publication work ten time more. He said that it was very good job and performance. Later, taking to media men, the Chairman HEC Dr Javaid Leghary said that previously research work was not linked to the economic development but now it has been linked and its outcome would be visible shortly.
Responding another question Dr Javaid Leghary said that prevalence of polio, child/mental mortality rate, HIV, poverty and poor primary health care were not related to research but are the health issues, which were yet to be meted out with the devotion and dedication.
To another question, he said that HEC was encouraging private universities in each field to have competitive education and research in the country. In another question he said that his organisation HEC is focusing on the universities where as the provincial government to look after college education. He said that to ensure qualitative education and research work, the HEC has introduced Institution Performance Evolution (IPE) to monitor and gauge the performance of the universities.
Earlier, the Vice Chancellor LUMHS Professor Dr Noshad Shaikh in his welcome address said that by virtues of the performances, his university has been selected for ISO-9000 certification. He said that LUMHS is trouble free Medical university because of its students and teaching faculty have been fully engaged in their learning activities. He said that research has an important factor of any university and it must be community oriented and based on public beneficiary.
