Deputation list: names of over 50 officers still not mentioned

Although the Sindh government had submitted the list of 81 officers, posted on deputation in other departments to the Supreme Court of Pakistan but there were over 50 other officers who were enjoying deputation posts but their names were not mentioned in the list, Business Recorder learnt on Tuesday.
The Supreme Court had taken exception regarding posting of officers in various departments of the Sindh government on deputation against the orders of the Supreme Court and declared the Sindh government's act as contemptuous and derogatory. The Sindh government was directed to repatriate those on deputation but they have inducted them and in some cases absorbed them permanently in order to frustrate the judgement of this court.
Later, Secretary General Administration Iqbal Durrani had submitted the list of 81 officers/employees working in other provincial departments to the bench of Supreme Court a few days back.
In this regard, sources inside various departments told this scribe that there were about more than 135 officers/employees of the Sindh government posted on lucrative posts in other departments on deputation basis but General Administration Department had not mentioned all names of officers/employees in the list submitted before the bench of Supreme Court.
There are more than 50 officers/employees who have been posted on deputation basis in various departments including Local Government, Sindh Revenue Board (SRB), Education, Planning and Development (P&D), Agriculture, Excise and Taxation, Anti-Corruption, Labour, Finance, Zakat and Ushr, Tourism and other departments, sources told. According to the information shared by various sources that Ahmed Solangi, an officer of grade 18 is working as Director Excise and Taxation at Larkana purely on deputation basis. Solangi had been appointed as Assistant Protocol officer in the era of former Chief Minister Abdullah Shah (Late) but was sacked during Nawaz League's government.
Later, when PPP came to power in 2008, Ahmed Solangi was reinstated on same job and was posted as Protocol Officer at Sindh House Islamabad, the sources told. Manzoor Ahmed Kanasro, Managing Director, Sindh Tourism Development Corporation, actually belongs to Culture department, Sharif Mirani working as ETO Excise and Taxation, actually belongs to the Prison Department, Population Welfare's Dr Ayaz Abro working as Deputy Secretary Anti-Corruption, Local Government's Dr Farooq Sidiqui working as Labour Officer Labour Department and Education Department's HST Mumtaz Ali is working as Section Officer in Excise and Taxation Department purely on deputation basis, sources told.
Mohammad Iqbal Lakho, an officer of Planning and Development Department, is working as Deputy Commissioner (Headquarters) in Sindh Revenue Board (SRB), Sardar Abdul Nabi Thaheem who also belongs to P&D but working as Commissioner (Sales Tax) and there are more than 5 more officers who are working in SRB purely on deputation basis, sources told.
Similarly, Pawan Kumar, HST of Education Department is working in Sindh Coastal Development Authority, Zulifqar Malkani an officer of Agriculture Department is working in Works and Services Department, Abdul Waheed and Mohammad Adil of P&D department are working on lucrative posts in Sports department, sources told.
Sindh Information department's Khurshid Shaikh is working in Women's Development Department, Irrigation Department's Wahid Bux Chachar is working in Chief Minister's Inspection Team (CMIT), S&GA's Zafar Lehbar is working in Education Department and Sindh Assembly's Aijaz Palh is working as Chief Municipal Officer in Local government department, sources told. Aijaz Palh had worked for Allied Bank but was sacked on corruption charges. He then got job in the Sindh Assembly. He had been posted in Local Government Department on deputation basis, sources further told.
A former Chief Secretary Sindh told Business Recorder on condition of anonymity that deputation system had been introduced to get help of some senior or technical officers/employees for the time being but the Sindh Government is using this rule to adjust favourite officer/employees in financially sound departments like Board of Revenue, Excise and Taxation, SRB, Local Government, Labour, Health, Zakat and Ushr, Home, Anti-Corruption, Finance, Mineral and Mines, Coal and Energy, Industries and some other provincial department.
