The politically-motivated appointment of Member, Oil, in the Oil and Gas Regulatory Authority (Ogra) is on the cards that may land the government in another controversy, Business Recorder has learnt.
"The appointment of Member, Finance, Kamal Mari, has already been challenged in Islamabad High Court, and the government may face another controversy by reportedly making appointment of Member, Oil," sources said. In addition to this, the National Assembly Standing Committee on Petroleum and Natural Resources has already expressed serious concerns over the appointment of Ogra Chairman Tauqeer Sadiq.
According to sources, eight candidates were short-listed for post of Ogra Member, Oil. Two such candidates were also short-listed for the post of Member Oil who had no required experience. The post of Member Oil Ogra requires 20-year experience. One candidate has a simple degree of Master of Business Administration (MBA), and the other one has worked in refining operation, but does not meet experience requirement.
A committee headed by Secretary, Cabinet Division, Nargas Sethi interviewed these two candidates along with other short-listed candidates on April 4, 2011 and was reportedly going to recommend them for appointment of Member Oil who lacked required experience, bypassing those who had the required qualification and experience.
Candidates for the post of Member Oil require 20 years experience of dealing with regulation, policy, refining and prices of downstream oil sector. One candidate, dealing with refining operation, had also been short-listed in January 2011 and was again interviewed for the post of Member Oil on April 4, 2011. Sources maintained that one member of the Selection Committee was upset during interview when these two candidates failed to respond to the questions relating to regulation, policy and pricing in oil sector.
