The prime minister has refused to give extension to at least three federal secretaries who reached the age of superannuation this year, in line with the directive of the Supreme Court of Pakistan, says Secretary Establishment Division.
At the same time, the Senate Standing Committee on Cabinet Thursday recommended to the federal government to slap ban on re-employment and extension in services of civil and military hierarchy. Senator Shahid Hussain Bugti chaired the meeting.
Secretary ED, Chaudhry Rauf informed the committee that Prime Minister Syed Yusuf Raza Gilani had constituted a committee of federal secretaries comprising secretaries Cabinet Division, Ministry of Finance, Establishment Division, Law Division and Federal Board of Revenue to review the cases of 40 re-employment made in grade 20 and above.
Giving details, he said that 31 re-employment cases were registered in 2009. In addition to this, in 2010, the government re-employed nine persons. Commenting on the re-employment in Law Division, he said that around 8 private or retired session judges were given contracts against vacant posts after the Judicial Commission called back all the serving judges from Law Division. To fill the vacuum, the Law Division has to award contracts.
He denied that the case of extension in services of deputy chairman National Accountab-ility Bureau (NAB) Javed Qazi was approved by the ED. He said Qazi is from income tax group. In this case the competent authority is the FBR chairman. The ambit of the Establishment Division covers three occupational groups - District Management Group, police group and secretariat group. Corporation, autonomous and regulatory bodies have their own service rules and regulations and are not governed by the ED, he said.
The committee criticised the ED for allowing a director equivalent to grade 19 in National School of Public Policies whose contract had expired in 2009. He has been holding the post without any directive since then.
The secretary said the ED is taking the matter to the Prime Minister Secretariat. One-time wavier was given to Brigadier Shahid Kardar (R), which expired in 2009. He said previous rector insisted that his extension was approved by the board of the school, which has no authority.
While examining the list of officers who have been re-employed, the chairman pointed out that the name of Khizer Hayat Khan, Chief Census Commissioner, Population was not mentioned in the list.
The Establishment Division stated that re-employment of the said officer doesn't fall within the ambit of the Establishment Division. Therefore, his name has not been included in the said list.
Meanwhile, the chairman committee produced the copy of the notification issued by the Establishment Division for re-employment of Khizer Hayat. The Secretary ED assured the committee that he will conduct an inquiry and will submit its report to the committee.
