Identification Biometric System (IBS), a computerised system of entrance and exit, would start functioning at Governor House, Chief Minister House and all offices of Sindh Secretariat from July 20th, 2011, well placed sources told Business Recorder.
The IBS will be operational shortly despite many problems created by the bigwigs of the Sindh government. IBS was part of E-Policing project of the Sindh Information Technology Department. E-Policing was initiated in July 2010 which would be completed by June 30 2011, according to official documents.
Coming to work late and leaving early has become a trend in offices of Sindh secretariat and other institutions of provincial government so the IBS would obligate officers/employees to come and leave their offices on exact official timings. All officers/employees of Governor House, Chief Minister House and all offices of Sindh Secretariat would enter and exit through this latest computerised system from July 20th. The experts of the IT department have installed IBS at all offices of Sindh Secretariat while work of installation was underway at Governor and Chief Minister Houses/ Secretariats, sources told.
The officers and employees of above mentioned government offices would register their attendance and exit timings through eye-retina technology. The master computer of this system would be installed in office of Sindh Chief Secretary from where he could see the ratio of attendance in Sindh secretariat offices and he could take any kind of action against late-comers, they added. An official of the IT department told Business Recorder on condition of anonymity that many bigwigs of the Sindh government were against the installation of this system.
After this system starts functioning, all officers and employees have to come and leave their offices on exact official timing, which would be very difficult for everyone initially, he added. He said that provincial Secretaries of Sindh government have to come on right time after installation of IBS because if they would be late then how they would keep check on their subordinates and other lower staff. It is pertinent to mention here that the Sindh Assembly was the first Sindh government's institution where IBS was installed a few months ago but it is not functional as yet.
