Japan's government is considering setting up a framework in its next extra budget to issue 2 trillion yen ($25 billion) in special-purpose bonds to help troubled Tokyo Electric Power Co compensate victims of the nuclear crisis at its Fukushima plant, the Sankei newspaper reported on Wednesday.
The government is set to submit a bill that would help the utility, known as Tepco, pay billions of dollars in compensation to residents and businesses forced to moved away due to radiation leaking from the plant, which had its reactor cooling systems knocked out by the March 11 earthquake and tsunami.
