The Sindh government has estimated total development outlay for the province at Rs 161 billion for next fiscal year. This amount also includes Rs 20 billion of district governments Annual Development Programme. The Sindh government has estimated Rs 142 billion as receipts for the Pubic Sector Development Programme (PSDP) for FY12. PSDP receipts are Rs 90.26 billion higher than revised budget estimates of current fiscal year (2010-11).
The projected next fiscal year PSDP receipts are also higher by Rs 32 billion compared with budget estimates of Rs 110 billion of fiscal year 2010-11. For the next fiscal year receipts of PSDP included Rs 4 billion of carryover balance, Rs 108.031 billion of provincial contribution, Rs 9.45 billion of foreign project assistance, Rs 10.7 billion of flood emergency reconstruction project and Rs 9.7 billion other grants.
While on expenditure side, Rs 131.156 billion has been reserved for provincial ADP and an amount of Rs 172.2 million for drought emergency relief assistance. For the next fiscal year, an amount of Rs 20 billion has been set aside for the ADP of districts governments, which will be directly transferred to the districts governments through single line transfers. The ADP estimates for the district government is Rs 2 billion higher than current fiscal year, in which Rs 18 billion have been transferred.
Provincial Minister for Finance, Murad Ali Shah while delivering budget speech informed the PA that total development outlay of the province for the fiscal year 2011-12 stands at Rs 161 billion (including Rs 20 billion of district governments).
Some Rs 111 billion will be provided by provincial government through its own resources, while another Rs 20 billion will be provided through foreign project assistance including Rs 10.7 billion from Asian Development Bank under Flood Emergency and Reconstruction Programme (FERP).
In addition, Rs 9.7 billion will be provided by federal government for federally assisted projects and Rs 20 billion will be the size of the development schemes proposed to be executed by district governments. He said the government's focus remains on rehabilitation of flood-hit villages and a major scheme for rehabilitation of 200 flood affected villages comprising 40,000 houses has been included in the ADP and an allocation of Rs 2 billion has been made for the purpose.
Another scheme for rehabilitation of flood affected towns at a cost of Rs 5 billion has been included in the ADP of next fiscal year. Since floods have caused major damage to the road network in the preceding year, therefore a substantial allocation of Rs 11 billion has been made for roads construction.
The allocated amount is 7.2 percent of overall development budget. Some 5.1 percent of overall development budget worth Rs 7.733 billion has been allocated for education sector. Health sector receives an allocation of Rs 6.930 billion, which is 4.5 percent of the overall development budget.
In addition, Rs one billion have been allocated against the ongoing prevention & control of hepatitis in Sindh scheme. Funds amounting to Rs 3.71 billion have been allocated for the energy sector. Village Electrification Programme in Sindh (phase iii) has been given Rs one billion, while Rs 1.1 billion have been allocated for provision of gas to villages and towns in Sindh.
To boost agriculture sector, which is inclusive of food, livestock and fisheries, funds amounting to Rs 6.053 billion have been allocated which is 3.9 percent of the overall development budget. To facilitate farmers, Rs 1.145 billion have been allocated for the ongoing scheme, provision of assistance to farmers on purchase of 3000 tractors.
Under phase ii, a scheme for establishment of Bhambore dairy village & processing zone for meat animals with public private partnership at District Thatta has been proposed. Non-availability of potable water has caused our people to suffer from waterborne diseases such as hepatitis, gastro-enteritis, cholera, typhoid, and kidney infections, etc. Therefore to ensure clear drinking water facility for people of this province, some schemes to set up clean drinking water hubs have been included in the next fiscal year's ADP.
