Prime Minister Syed Yousuf Raza Gilani on Monday said that the federal government was taking practical steps in order to bridge trust deficit prevailing among the people of Balochistan about the central government. Addressing a press conference here at the Chief Minister Secretariat after chairing a meeting of the provincial cabinet, the premier said that the government had launched a programme 'Aghaz-e-Haqooq-e-Balochistan in order to rebuild the confidence of Baloch people in the federation.
This programme was further supplemented by incorporating gas royalty, NFC Award, 18th constitutional amendment and the provincial autonomy. "The present government would fulfil its promises, Aghaz-e-Haqooq-e- Balochistan is start not the end, we have started our efforts to redress the issues of Balochistan with good intent," the prime minister said adding that within a week some 5,000 youths of the province would be given jobs under Balochistan package.
The prime minister maintained that he had directed the authorities concerned to appoint youths against the 5,400 posts which are vacant in various federal ministries and corporations. Prime Minister Gilani said that the issue of missing person was very important and was also raised by Sardar Attaullah Mengal in their recent meeting. He added that he and the judiciary had sought the names and complete information of the missing persons from the provincial government and would act after receiving authentic and complete list.
He maintained that the government respects and would implement all the decisions made by the Supreme Court adding that responsibility sharing under the 18th amendment was very comprehensive, which required the judiciary to dispense justice and the federal, provincial and district governments to make pro-people policies. He asserted that the government wanted to build up institutions not personalities adding that the concept of good governance would only come up when all the institutions of state work within their own frameworks.
To a question, he said that the government had formed a commission which has entrusted with the task to ensure speedy implementation of the 18th Amendment especially provincial autonomy, which is going to meet in a couple of days. "Moreover, I would also convene a meeting of the CMs of all the provinces and discuss modalities for speedy implementation of the 18th Amendment," he said.
To another question Prime Minsiter Gilani said that law and order situation in Balochistan was a provincial subject adding that the federal government would provide all assistance sought by the provincial government in this regard. The premier said that he had called the Chief Minister Balochistan and Sindh to discuss the post-storm situation and measures taken by the respective governments in this regard. Moreover, the National Disaster Management Authority (NDMA) has also been directed to utilise all resources for the relief of storm-affected areas.
Responding to a question, the prime minister said that the coalition partners in Sindh government had core committee which was looking into the matter of target killing in Karachi. Chief Minister Nawab Aslam Khan Raisani and Governor Nawab Zulfikar Ali Magsi were also present on the occasion.
"Balochistan package would be supplemented by NFC Award under which the province would be provided more resouces from central divisible pool under a special formula contrary to the other three provinces that would receive funds as per their performance", the PM said and termed it a hitoric break through in the country's history. Referring to Kerry Lugar Bill, the prime minister said the government gave top priority to Balochistan in the bill in view of its backwardness and vowed to make inter provincial committee led by Senater Mian Raza Rabbani further active to achieve the goal of a developed and prosperous Balochistan as early as possible.
