Facebook blocked Trump's access to his Facebook and Instagram accounts over concerns of further violent unrest following the Jan. 6 storming of the US Capitol by his supporters. It later handed the case to the oversight board.
The board, created by Facebook in response to criticism over its handling of problematic content, in mid-April said it had extended the public comment period on the case.
The photo-sharing site, which is owned by Facebook Inc , said this latest test came after seeing mixed responses to its experiments in which it removed likes, commonly used as a measure of popularity.
Users in the Instagram test will still be able to privately see their own like count. The test will involve a small percentage of global users, but the company declined to say how many.
Since its launch nearly a year ago, Clubhouse has been letting users host talks on topics of their choosing in virtual "rooms" that other members of the service are free to enter.
Those companies and others have European head offices in Dublin, and the UK's exit from the EU will change its legal relationship with Ireland, which remains in the Union.
Outage tracking website Downdetector.com showed earlier in the day that there were more than 4,600 incidents of people reporting issues with Messenger and over 900 reports on Instagram.
Facebook also bought Giphy, a popular website for making and sharing animated images, or GIFs, in May. That acquisition has already drawn scrutiny from the United Kingdom's competition watchdog.
With the filing of the twin lawsuits, Facebook becomes the second big tech company to face a major legal challenge this fall.
The FTC said in a statement that it would seek an injunction that "could, among other things: require divestitures of assets, including Instagram and WhatsApp."
Snapchat launches a new section of its app called the Spotlight, which will showcase user-created video, and offer serious competition to Instagram Reels and TikTok.
