In a statement, Gou said that his Yonglin Foundation plans to apply for 5 million BioNTech doses made and packaged in Germany to be imported into Taiwan.
The shots would be airlifted from Germany to Taiwan without going via any middleman, he added.
The Taiwanese firm reported October-December net profit of T$45.97 billion ($1.61 billion), down 4% compared with the year ago period, the company said in a statement.
The deal, codenamed "Project PEAR" (Personal Electric Automotive Revolution), is looking at markets globally, including North America, Europe, China and India, Fisker said.

The companies will also form a group, Team Upshift, to explore uses of data to develop new retail, create new ownership offers and other services for Ford customers.
They will each hold 50% of a venture that will also provide consulting services on electric vehicle (EV) technologies to automakers, the companies said on Wednesday.
Foxconn, whose official name is Hon Hai Precision Industry Co Ltd and is best known as a major supplier to Apple Inc , said in October it aimed to provide components or services to 10% of the world's EVs by 2025-2027.
Taiwanese manufacturers, wary of being caught up in the tit-for-tat trade war, have moved or are considering moving some production from China to countries such as Vietnam, Mexico and India.
