The National Assembly would pass the "Finance Supplementary (Second Amendment) Bill, 2019" after discussion in the coming session to be held on February 18 (Monday). President Dr Arif Alvi has summoned the session of the National Assembly on Monday (February 18) at 4:00pm at the Parliament House. The President has summoned the National Assembly session in exercise of powers conferred by clause (1) of Article 54 of the Constitution of the Islamic Republic of Pakistan.
The previous session was prorogued without taking up "The Finance Supplementary (Second Amendment) Bill, 2019," which was on the agenda of the day on January 25. According to the sources in the National Assembly Secretariat, the Finance Supplementary (Second Amendment) Bill, 2019 would be top priority in the agenda item of the business of the House. They said that the debate on the Bill would be started in first sitting of the session which may continue a week. After debating, Finance Minister Asad Umar would also wind up debate on the Bill in the House.
The opposition members may present some amendments to incorporate in the Bill. It would be up to the House to approve or reject the amendments. The National Assembly would pass the Bill by considering or rejecting some recommendations (proposed amendments in the Bill) as approved by Upper House of the Parliament (Senate).
The Senate has adopted as many as 55 recommendations on the Finance Supplementary (Second Amendment) Bill, 2019 which have been submitted to the National Assembly Secretariat. These recommendations would be presented in the coming session of the National Assembly to consider and incorporate in the Bill. The National Assembly is the only House of the Parliament which has powers to pass or reject a money bill.
