The Independent Monitoring Unit (IMU) of Khyber Pakhtunkhwa has improved transparency and accountability in the education system by regular monitoring and collection of data on various other schemes. The IMU monitors a number of indicators rather than only the teacher attendance, said a press release issued here Thursday.
The unit successfully monitoring Closed Schools, Teaching Staff Absenteeism, Non-Teaching Staff Absenteeism, Enrolment Attendance Gap, Administrative Visits, Illegally Occupied Schools, and Parent Teacher Council (PTC) Details and Basic Facilities (Toilet, Boundary wall, Electricity and Drinking water).
Because of the IMU's accurate reporting, the top education management can identify the weak areas and proposed corrective actions which resulted in the improvement of the Key Performance Indicators. There has been a substantial decrease in wholly Occupied Schools from 0.25% to 0.08% and Partially Occupied Schools decreased from 0.9% to 0.24%. Non-functional Schools decreased from 1.7% to 0.4%. Unauthorized teacher absenteeism decreased from 4.5% to 2.6%. Electricity availability increased from 22% to 36%. Water availability increased from 15% to 24%. Toilets availability increased from 5% to 13% and boundary wall non-availability has been decreased from 16% to 5%.
Apart from regular monitoring, IMU has also been performing the additional tasks such as, security assessment of government schools in a record time of 3 days after the tragic incident of Army public school attack, feasibility report of the examination halls of Charsadda and Peshawar, and Annual School Census which was also conducted by IMU in 2017.
IMU not only tracks the physical and financial progress of Conditional Grant received by the schools but also calculates the results of Teacher Incentive Program. Prizes worth 220 million Rupees were distributed in 2016 and 2017, among the teachers of the schools who performed well. It also performs a number of tasks as assigned by Chief Secretary Office such as Installation of Citizen Portal app on mobile phones of 21,000 teachers, monitoring of ethic activities conducted at schools and Report on water tank cleaning activity held by the education dept.
