ISLAMABAD: Senate Standing Committee on Federal Education and Professional Training on Wednesday discussed the Amendment Bill regarding Area Study Center established in the Quaid-e-Azam University (QAU).
The Bill was presented by the Senator Syed Muzafar Hussain Shah in the meeting which met here under the Chairmanship of Senator Rahila Magsi which also attended by the Senators Khush Bakhat Shujat, Nuzhat Sadiq, Sehar Kamran and officials from HEC, Ministry of Law and other concerned departments.
The committee was informed that after 18th constitutional amendment, the ministry of federal education handed over the charge of Area Study Center to Quaid-e-Azam University with the approval of Cabinet Division.
Senator Muzafar said that this is the violation of 18th constitutional amendment as the center had been working since 1975.
Dean Social Sciences QAU, Dr Waqar Shah confessed that yet the university is not clear that which institution is supervising the study center.
He said that the funds of the center were coming directly from Higher Education Commission (HEC), adding, it is separate established institution.
QAU is not ready to accept the staff of this center, he said adding that the university only awarding degrees to its students.
HEC, he said has lulled the students to take admission in this center. Chairman of the Committee directed to present the matter of Area Study Center in the upper house.
Member HEC, Raza Bhatti in his briefing to the body said that as many as 500 programmmes of different universities across the country have been closed.
These programmes, he said were not meeting the required criteria of HEC, therefore they were closed.
The standard of all universities were being checked by HEC, he remarked. HEC member said the programmes of M. Phil and PhD are needed to be improved and added' the number of PhD students has been increased since 2002, he added.
The list of illegal universities have been uploaded on the HEC website, he said and added the provinces have also been informed about these institutions.
He appealed the public to take admission only in the registered universities by HEC.He informed the senate body that HEC is contact with the law enforcement agencies to prevent violation. He urged the students not to take admission only on the basis of advertisement published in the newspapers.
HEC would write to the provinces to show the registered educational institutions and to take action against the illegals.
Senator Sehar Kamran said that the characterization of the university students was also mandatory beside the education.
This issue has to be taken serious; she said adding that the increasing number of incidents erupted in the universities are lamentable.
