Iran's state purchasing agency GTC is believed to have made no purchase in an international tender for up to 30,000 tonnes of soyaoil that closed on Tuesday, European traders said on Wednesday.
Only one trading house was said to have offered fully complying with tender terms and the price submitted was regarded as too high, they said.
Another trading house was said to have made an offer, but without a bank guarantee and this was rejected.
"It was too difficult to get the trade finance to participate," one trader said.
Traders say some banks are still unwilling to provide trade finance such as performance guarantees for Iranian business, despite the reduction in tension after Tehran's nuclear sanctions deal with Western powers.
Several tenders in recent months from another Iranian state buyer, SLAL, ended either without purchases or with a purchase from small trading houses little known in international markets.
The GTC tender on Tuesday had sought crude, degummed soyaoil for shipment between May 15 and June 15.
The GTC has also issued a separate tender for 30,000 tonnes of soyaoil closing on April 17.
