A parliamentary panel has prepared draft amendments in Civil Servants Act, 1973 and relevant rules, which would be submitted to Law Ministry for its review. The sub-committee of the Senate Standing Committee on Law and Justice met here with Farooq Hamid Naek in the chair on Thursday, to consider amendments in Civil Servants Act, 1973 and relevant rules.
The convener of committee said they wanted an end to the 15 discretionary marks in the promotion of officers. They will also have to determine civil servants group quota in transfers and postings. To avoid any injustice, equal opportunities on judicious based system should be for all professional groups.
Naek said the committee had drafted amendment recommendations. The Law Ministry would review these amendments after which it would be presented before the main committee.
The sub-committee in its recommendations stated that a civil servant should not be superseded, before two times promotion. No officer should be transferred before completing three years' period without some indispensable situations.
The DMG officers should also be posted in Balochistan, Gilgit-Baltistan and Azad Jammu and Kashmir. The officials of Law Ministry said that seniority matter of bureaucrats is complicated. According to the law, up to grade-19, seniority is first and later comes the fitness. From grade 20-22, fitness comes first and seniority comes later. Many officers arrange their postings after every six months to hide know-how about their performance.
